Scotland Excel Frameworks: Supplier Guide

Scotland Excel is an important route to market for businesses supplying Scottish local government and the wider public sector. Its collaborative procurement portfolio covers more than 60 frameworks with a combined value of over £2 billion, spanning services, works and products used across Scotland.

For suppliers, the opportunity can be significant. However, a large framework value does not automatically mean a large share of work for every appointed business. Understanding who can use the framework, how lots are structured and how contracts are awarded after appointment is an important part of deciding whether to bid.

What is Scotland Excel?

Scotland Excel was established in 2008 as the Centre of Procurement Expertise for Scottish local government. It serves all 32 Scottish councils and more than 150 associate members from across the public and third sectors.

By bringing organisations together through collaborative procurement, Scotland Excel can aggregate demand and establish frameworks that multiple eligible bodies can use.

For suppliers considering public sector tenders in Scotland, that creates a potentially valuable route into local government and other public bodies without every organisation needing to run an entirely separate procurement exercise.

What does Scotland Excel buy?

The Scotland Excel portfolio is broad. Its collaborative contracts support areas including social care, construction, roads and transport, environmental services, facilities management, food and education.

Rather than thinking of Scotland Excel as a buyer for one particular market, suppliers should see it as a procurement organisation spanning a range of public services.

Social care

Care, support and placement services.

Construction & property

Works, maintenance, materials and consultancy.

Roads & transport

Vehicles, road materials and infrastructure.

Environmental services

Waste, grounds, energy and sustainability.

Facilities management

Cleaning, security and operational supplies.

Food & catering

Food supplies, catering equipment and related services.

Education & corporate

Furniture, learning resources and professional requirements.

The current Scotland Excel contract directory demonstrates that breadth, with frameworks covering areas such as asbestos services, construction materials, care services, catering supplies, furniture, digital services and engineering consultancy.

Not every supplier will have a relevant opportunity at any one time, but the range of categories means it is worth monitoring the pipeline if Scottish public-sector work is part of your growth strategy.

How do Scotland Excel frameworks work?

Scotland Excel generally establishes collaborative contracts as frameworks with multiple suppliers and, where appropriate, multiple lots. Its members can then use the resulting agreement to purchase goods, works or services without running a completely new procurement each time. A framework might establish:

  • which suppliers are appointed;
  • which lots they can supply;
  • contractual terms;
  • pricing or pricing mechanisms;
  • service requirements;
  • rules for awarding individual contracts.

The precise structure varies, so suppliers need to review each opportunity on its own terms.

Winning a framework place does not necessarily mean winning guaranteed work. Appointment creates access to the route to market. Individual contracts may still need to be secured through direct awards, mini-competitions or another mechanism set out in the framework. Our guide to framework call-offs in Scotland looks in more detail at what suppliers need to do after appointment.

Who can use Scotland Excel frameworks?

Scotland Excel’s core membership includes all 32 Scottish local authorities. Its associate membership also spans organisations such as housing associations, universities, public bodies and third-sector organisations. That does not mean every member automatically uses every framework.

When assessing an opportunity, check which organisations are entitled to access it and, where the information is available, which have indicated an intention to participate. Some framework pages provide this information directly. When assessing the market, the overall framework value can be useful context, but it should not be treated as a forecast of the revenue available to your organisation.

How do suppliers find Scotland Excel opportunities?

There are several useful sources, and they serve slightly different purposes.

Scotland Excel contract register

The contract register provides an overview of the portfolio, including estimated values, award and go-live dates and extension options. Suppliers can also drill into frameworks to see individual lots and appointed suppliers.

That makes the register useful for forward planning. An agreement due to expire may indicate that a replacement procurement is likely to appear in the future, giving you time to strengthen your evidence before the tender is published.

Scotland Excel contract directory

The contract directory provides more detail on established agreements, including their scope, framework period, benefits and, in many cases, suppliers.

It can help you understand how a particular market has previously been structured and which businesses are already active within it.

Public procurement portals

Formal notices and procurement documents should still be monitored through the relevant Scottish public procurement systems.

The useful approach is therefore not to rely on a single source. Use Scotland Excel’s own information for portfolio and pipeline intelligence alongside the formal procurement portals for live opportunities.

How are Scotland Excel frameworks divided into lots?

Many frameworks are divided into lots so that different suppliers can compete for the parts of the requirement that best match their capabilities. Lots might be separated by:

  • service or product type;
  • specialist discipline;
  • geography;
  • value band;
  • delivery model.

Being eligible to bid for several lots does not mean you should automatically bid for all of them. Your bid strategy should consider where you have the strongest experience, capacity and commercial offer. A focused application for the right lots can be more credible than spreading your evidence too thinly across areas where your track record is weaker.

Before deciding, assess your existing contracts, geographic coverage, accreditations, supply chain and available bid evidence against each lot separately.

Are Scotland Excel frameworks suitable for SMEs?

They can be. The use of multiple lots and suppliers is intended partly to encourage local businesses, microbusinesses and SMEs to compete for framework places.

The latest figures reinforce that point. In evidence submitted to the Scottish Parliament in September 2026, Scotland Excel reported that it manages 63 collaborative frameworks involving 1,227 suppliers. Of its 828 Scotland-based suppliers, 86% are SMEs.

Over the most recent four-quarter period, Scotland Excel also reported £388 million of spend with Scottish SMEs, within £562 million spent with Scottish businesses overall. This demonstrates that smaller Scottish businesses already account for a substantial share of activity through Scotland Excel arrangements.

Recent frameworks show that smaller suppliers do secure appointments. The Engineering and Technical Consultancy framework, for example, has 39 consultants, including 14 SMEs and three microbusinesses. Meanwhile, the Education and Office Furniture framework has 24 suppliers, of which 23 are SMEs and one is a microbusiness.

That does not mean every framework will be equally accessible to a smaller business. Financial requirements, geographic coverage, capacity and lot structure still need to fit.

An SME with strong specialist experience may be better placed bidding selectively than trying to compete as a broad national supplier.

What is a Flexible Framework Agreement?

Some Scotland Excel arrangements operate as Flexible Framework Agreements. This includes flexible frameworks in areas such as care and support services, adult care homes and children’s residential care.

A flexible arrangement can allow further supplier admission or changes to provision after the initial establishment of the framework. This can be useful in markets where capacity, demand or the supplier base changes over time.

However, suppliers should not assume every Scotland Excel framework allows later entry. The specific procurement documents determine whether an arrangement is flexible, when new admissions can take place and what requirements apply.

How is work awarded after framework appointment?

Depending on the agreement, an eligible buyer may be able to award work directly to an appointed supplier or may need to run a further competition between suppliers on the relevant lot.

Direct award

Where the framework rules allow it, the buyer may select a supplier using the criteria and process already established by the agreement.

Mini-competition

A mini-competition asks eligible framework suppliers to respond to a more specific requirement.

The original framework tender might have assessed your general capability. A call-off may instead focus on a particular location, mobilisation plan, price, project team or delivery methodology.

This is why suppliers should review the call-off mechanism before investing significant resource in the initial framework bid.

A place on an attractive framework is much less valuable if the likely route to work does not suit your commercial model or if you lack the resources to respond effectively to future competitions.

What should suppliers assess before bidding?

Before committing to a Scotland Excel framework, I would focus on six questions:

  1. Who can use it? Understand the potential buyer base.
  2. Which lots fit? Choose areas where you have credible experience and delivery capacity.
  3. What evidence do you have? Check whether previous contracts demonstrate the required scale and complexity.
  4. Can you deliver the likely coverage? Consider workforce, logistics, supply chain and geography.
  5. Does the commercial model work? Test the pricing requirements against your actual costs and margins.
  6. How will work be awarded? Understand what happens after framework appointment.

This is particularly important where a headline framework value looks attractive. The relevant question is not simply “How much is the framework worth?” but “What realistic opportunity could this create for us?”

What evidence should framework bidders prepare?

You should start gathering evidence before a live tender creates a deadline. Useful areas commonly include previous contract delivery, performance data, mobilisation, quality management, staffing, risk controls and supply-chain arrangements.

Your previous projects can be particularly valuable. Our tender case study guide explains how to turn past contract delivery into relevant, measurable evidence rather than relying on broad claims about experience.

It is also worth keeping current records of KPIs, customer feedback, certifications, improvements and lessons learned. Evidence is much easier to use when it has been captured during delivery rather than reconstructed when a tender is already live.

Fair Work, community benefits and sustainable procurement

Scotland Excel states that policy outcomes, community benefits, environmental impact and fair work practices are embedded within its tenders. Suppliers should therefore avoid treating these areas as generic policy sections.

Where Fair Work First in Scottish tenders is relevant, explain how workforce practices apply to the people who will actually deliver the contract and support service quality.

Similarly, strong community benefits in Scottish tenders should be measurable and connected to the requirement. A promise to “support the local community” is much less useful than a defined commitment with clear outputs, ownership and reporting.

The exact emphasis will vary between frameworks, so always respond to the procurement in front of you rather than relying on a standard answer.

What happens after framework appointment?

Winning a framework place should trigger the next phase of your plan. Make sure the people responsible for sales, bids, pricing and operations understand how the agreement works. Know who will monitor call-offs, who approves prices and who owns future mini-competition responses.

You should also continue capturing evidence from delivery. Strong framework performance can produce recent case studies, KPI results and client feedback that strengthen future call-off bids. Ongoing contract and supplier management forms part of Scotland Excel’s framework approach. Suppliers should take the same long-term view.

A framework is not simply a tender that ends when the award notice arrives. Its real value comes from converting the appointment into sustainable contracts over the life of the agreement.

Scotland Excel framework FAQs

How many frameworks does Scotland Excel manage?

Scotland Excel currently manages more than 60 frameworks with a combined portfolio value of over £2 billion.

Do Scotland Excel frameworks guarantee work?

Not necessarily. Appointment gives you access to the framework, but individual contracts still depend on buyer demand and the call-off process specified in the agreement.

Can SMEs bid for Scotland Excel frameworks?

Yes. Scotland Excel actively encourages SME and microbusiness participation through its collaborative procurement approach, although suppliers still need to meet the requirements of the individual framework and relevant lots.

Where are Scotland Excel opportunities advertised?

Suppliers should monitor formal Scottish procurement notices alongside Scotland Excel’s contract register and directory. The latter are particularly useful for understanding the existing portfolio and planning for future reprocurements.

Can suppliers join a framework after it has started?

Sometimes. Flexible frameworks can provide opportunities for later admission, but many conventional frameworks do not. Check the specific procurement documents rather than assuming further entry will be possible.
