They have a high talent density of Chartered Institute of Procurement and Supply (CIPS) and Project Management Accredited (PMA) professionals with over 150 years of combined procurement construction experience.
Opportunity Overview
PAGABO have released a Prior Information Notice, alerting the market to the upcoming Construction Professional Services Framework Opportunity – the framework will run for 3 years from April 2024, with the option to extend for a further 1 year. The main contracting authority for the procurement will be the Education Alliance, and PAGABO will manage the framework on their behalf.
The framework will be split into lots, including the following:
- Complete Service Solution – single supplier, providing services into all sectors and disciplines. Providing UK coverage and incorporating all management consultant services
- Project Management, Quantity Surveyors, Cost Consultants, Lead Consultants, Employee Agents
- Architectural Design Services
- Civil & Structural Engineering Services
- M&E Consultants – this will have 14 geographical areas
- Landscape Architectural Design
- Building Surveying
- Retrofit (PAS 2035 & 2038)
- Health & Safety Consultant (including Principal Designer Services)
- Heritage – specifically on buildings subject to heritage regulations, this will have 14 geographical areas
- Leisure Strategy – leisure consultants for feasibility stage, working with clients to improve their estate / local community. This will be for a max of 3 suppliers with UK wide delivery
- NEC Supervisor, Site Supervisor, Clerk of Works
- Town Master Planning
- Estate and Asset Management
- Environmental & Sustainability
- Fire Engineering
- Legionella Consultancy
- Asbestos Consultancy
- Legionella Full Service – this will include a technical solution to enable remote flushing (this service area is excluded from the Complete Service Solution lot)
- Fire Engineering – EWS1 Certification specific suppliers
All lots (other than the Complete Service Solution and Leisure Strategy lots) will have 6 suppliers per lot. There will be 7 separate geographical areas for all lots (excluding the Heritage and M&E Consultant lots):

- London and South East
- Northern Ireland
For the Heritage and M&E Consultant lots, there will be the following geographical areas:
- South Western and Eastern Scotland
